With an OwlBox device, no. It sits inside the point's network and establishes the outbound connection to the cloud itself, so a public IP and port forwarding are unnecessary and the cameras stay unreachable from the internet. Without the device a dedicated IP is required.
One device serves several cameras at the point. The exact number depends on stream resolution and bitrate, and is determined during selection.
